Living in San Carlos
A small district with a long Pacific coastline
San Carlos is a district of Panamá Oeste province with about 24,000 residents (2019 estimate). The town of San Carlos sits on the Pan-American Highway, and the coast below it is lined with beaches such as El Palmar, a favourite with surfers, along with gated resort communities, condo buildings and private beach houses.
Most owners do their weekly shopping, banking and doctor visits in Coronado, a short drive east, and many pair the beach with the cooler mountain air of El Valle de Antón, whose road climbs into the hills from the district. Compared with its busier neighbour, San Carlos feels quieter and more spread out, with more space for the money.

Buying Tips for San Carlos
What we check with buyers here before they make an offer.
Check the Beach Access
Beaches in Panama are public. Confirm how you reach the sand and whether access is private or shared.
Ask About Water
Some beach areas see low water pressure in the dry season. Ask about the supply and any backup tank.
Review HOA Fees and Rules
Resort fees vary widely. Ask for the budget, reserve fund and rules on pets and rentals.
Mind the Waterfront Rules
Land closest to the high-tide line has special rules. Your attorney should confirm the exact boundaries.
Visit in the Rainy Season
See the roads, drainage and greenery between May and November, not only in the dry season.
Use an Independent Attorney
Your attorney should verify the title, liens, building rules and any land status before you sign.
How Buyers Use San Carlos
Most owners fall into one or more of these groups.
WEEKENDS
A Weekend Escape
Families from Panama City drive out on Friday and home on Sunday, so the beaches are lively at weekends and quiet midweek.
FULL TIME
Year-Round Living
Some owners live here full time and rely on nearby Coronado for shopping and everyday healthcare.
RETIREMENT
Retiring by the Sea
Retirees like the slower pace, the ocean and being close enough to Panama City for specialist care.
RENTAL
Holiday Rentals
Beach condos can earn from weekend and holiday visitors. Check each building’s rental rules first.
SURF
Surf Life
El Palmar draws surfers, from beginners on the smaller days to experienced riders when the swell is up.
Costs to Budget For
Plan for these on top of the purchase price.
HOA Fees
Monthly, and they vary widely with the building and its amenities. Ask for the current fee and the reserve fund balance.
Legal Fees
About 1% to 1.5% of the price for your independent attorney, plus small notary and Public Registry fees.
Property Tax
Annual, based on the registered value, with an exemption for a registered primary residence up to a set value.
Transfer Tax
Panama’s 2% transfer tax is customarily paid by the seller. Buyers pay no agent commission.
