From Air Base to Planned Community
In short: Panamá Pacífico is a master-planned community on the former Howard Air Force Base, with condos, townhomes, villas and family homes alongside a town centre, schools, shops and a business park. It is about 15–20 minutes from downtown Panama City and has more than 25 km of trails; current listings include apartments from $196,000 and houses from $255,000.
Few neighbourhoods in Panama have a story like this one.
Then: Howard Air Force Base
For decades this land on the west bank of the Panama Canal was Howard Air Force Base. After the base was handed over to Panama, the government set aside about 1,400 hectares to be developed as a single master-planned community and business hub.
Now: Panamá Pacífico
Today it combines gated residential neighbourhoods, a walkable town centre, schools, shops, a business park and Special Economic Zone, and its own international airport, with large areas of tropical forest and more than 25 km of trails. Many residents work for companies inside the community.
Location and Commute
Across the Bridge of the Americas from Panama City, with drive times that vary with traffic:
Downtown Panama City: about 15 to 20 minutes
Tocumen International Airport: about 45 to 60 minutes
Playa Bonita and Veracruz beaches: a short drive
Coronado and the Pacific beach towns: about an hour west
Metro Line 3 and a fourth bridge over the Canal are under construction and should shorten the trip once complete.

Neighbourhood Directory

Town Center & Mosaic

Best for: convenience and rental demand
Woodlands
One of the earlier neighbourhoods, with detached homes and townhomes on tree-lined streets and mature landscaping.

River Valley
A quieter, water-side neighbourhood with larger apartments and homes set around green space and walking paths.
Best for: space and a calm setting
Nativa

The largest new homes in the community: three- to four-bedroom houses of roughly 230–280 m².

Two- and three-bedroom apartments of about 81–101 m², built around gardens.

What’s Ahead for Panamá Pacífico
Several large projects will change how the community connects to the city. Dates in Panama often move, so we recommend buying on the strength of today’s commute and treating these as upside.
TARGET: AROUND 2028
Metro Line 3
A monorail from Albrook out to Panamá Oeste, crossing under the Canal in a new tunnel. Trial runs of the trains have begun, with full service targeted for around 2028.
UNDER CONSTRUCTION
Fourth Bridge over the Canal
A new road bridge north of the Bridge of the Americas, designed to ease the daily rush-hour bottleneck between Panamá Oeste and the city.
ONGOING
A Growing Community
New residential phases such as Centriqo, Parterre and Explora are being delivered, and more shops, schools and offices follow as the population grows.
Resale or New Build?
Panamá Pacífico is one of the few places in Panama where you can choose between a well-kept resale home and a brand-new unit in the same community.
Buying a Resale Home
Move in or rent it out right away
Mature landscaping and an established neighbourhood
You can see the HOA’s track record and the building’s condition
Price is negotiable, and buyers pay no agent commission with us
Resale homes count toward the $500,000 Qualified Investor threshold or the $200,000 Friendly Nations minimum.
Buying New
Current projects include Parterre, Bosques del Pacífico, River Valley, Explora, Imaterra and Centriqo
Modern layouts and a builder’s warranty
Many units are available for immediate delivery
Check the developer’s payment schedule and what is included
A first sale from the developer can qualify for the Qualified Investor visa from $300,000.
Owning and Renting: The Costs to Plan For
The purchase price is only part of the picture. These are the running costs and rules to budget for before you buy.
HOA Fees
Each neighbourhood and building has its own homeowners’ association covering security, landscaping and common areas. Ask for the current monthly fee and the reserve fund balance.
Legal Fees
Budget roughly 1% to 1.5% of the price for an independent lawyer to do due diligence, review the contract and register the title.
Property Tax
Annual, based on the registered value. A primary residence has a higher exemption than a second home or rental. Your lawyer can confirm the figure for a specific property.
Transfer Tax
Panama’s 2% transfer tax is normally paid by the seller, not the buyer. Confirm how it is handled in your purchase agreement.
Long-Term Rentals
The Special Economic Zone brings multinational employers to the area, which supports demand for furnished long-term rentals from relocated staff.
Building Rules
Some buildings and neighbourhoods restrict short-term rentals. Read the HOA rules before you buy if you plan to rent.
Panamá Pacífico Real Estate FAQ
What is Panamá Pacífico?
A master-planned community of about 1,400 hectares on the former Howard Air Force Base, just west of the Panama Canal. It combines residential neighbourhoods, a town centre, business parks, a Special Economic Zone and protected forest with more than 25 km of trails.
How far is Panamá Pacífico from Panama City?
About 15 to 20 minutes to downtown across the Bridge of the Americas, and about 45 to 60 minutes to Tocumen International Airport, depending on traffic. Metro Line 3 and a fourth Canal bridge are under construction.
Can foreigners buy property in Panamá Pacífico?
Yes. Foreigners have the same property rights as Panamanians and can hold titled property in their own name or through a Panamanian corporation or foundation. Always use an independent lawyer to verify the title.
How much do homes cost in Panamá Pacífico?
Asking prices in October 2026 run about $196,000–$235,000 for apartments and condos, $375,000–$572,000 for townhomes and duplexes, and $495,000–$800,000 for detached homes.
Which neighbourhood is right for me?
Apartments near the Town Center and Mosaic suit buyers who want convenience and rental demand. Woodlands, River Valley, Bosques del Pacífico, Imaterra and Explora suit families who want a house and garden. Centriqo is the lowest-priced entry point.
Should I buy new or resale?
New projects offer modern finishes and a builder’s warranty, and many units are ready for immediate delivery. Resale homes let you see the HOA’s track record and the building’s condition, and prices are negotiable.
Is Panamá Pacífico good for rental income?
Demand comes mainly from staff of companies in the Special Economic Zone and from families, so most leases are long-term and often furnished. Rents vary by unit, and some buildings restrict short-term rentals.
What are the closing costs for a buyer?
Buyers pay no agent commission with us. Plan for legal fees of about 1% to 1.5% of the price plus small notary and Public Registry fees. The seller customarily pays the 2% transfer tax. A deposit of about 10% is usually held in escrow until closing.
What are HOA fees like?
They vary by neighbourhood, building and amenities. Before making an offer, ask for the current monthly fee, what it covers and the reserve fund balance.
Are there schools, shops and healthcare nearby?
Yes, for everyday needs: the community has schools, a supermarket, restaurants and clinics. Hospitals and most specialists are in Panama City, about 20 minutes away.
Is Panamá Pacífico safe?
Many neighbourhoods are gated with controlled access, and HOAs fund private security. Arrangements differ between communities, so visit at different times of day before you buy.
Can foreigners get a mortgage?
Yes. Through our lending partner, qualified foreign buyers can finance up to 75% of the purchase price. Banks require proof of income, and terms depend on your profile and residency status.
Does buying here help me get residency?
It can. As of September 2026, the Qualified Investor visa requires $300,000 in a first sale from a developer or $500,000 in a resale, and the Friendly Nations visa accepts titled property from $200,000. Confirm current rules with an immigration lawyer.
Is there capital gains tax when I sell?
Yes. Panama withholds 3% of the sale price or registered value, whichever is higher, which most sellers accept as the final tax. You can instead file on the actual profit, with the 3% credited.
