Buying Luxury Property in Panama

What US$750,000 and up buys today

In short: we currently have 106 listings at US$750,000 or more, and 69 of them ask US$1 million or more. 40 are condos and penthouses, almost all in Panama City; 35 are houses and villas, mostly on the Pacific beaches, in Costa del Este and Santa María, and in Boquete; the rest are land, ranches, islands and commercial buildings.

At this level you are paying for things a standard listing can’t offer: a high floor with an unobstructed view of the bay, a private pool on the sand, several hectares of garden in the mountains, or a gated street where every neighbour has a family and a driver. Quality varies a lot between buildings and builders, so the right adviser matters more than at any other price.

Looking for an apartment rather than a house? See all condos for sale. For a home on the sand, see beachfront property, and if you plan to live here, read our guide to residency by investment.

Types of Luxury Property in Panama

From city penthouses to private islands, here is what the top of the market looks like and who each type tends to suit.

01

Penthouses

The top floors of Panama City towers, often with double-height living rooms, private terraces or a rooftop pool. The view, the floor and the building’s reputation drive the price more than the size.

02

Ocean-View Condos

Large three- and four-bedroom apartments facing the bay in Punta Pacífica, Paitilla, Coco del Mar and Avenida Balboa, with concierge, security and private elevator lobbies in the best buildings.

03

Beachfront Villas

Houses on or near the sand on the Pacific coast and the Azuero Peninsula, many with pools and guest houses. Check the coastal setback, title and access before you fall in love with the view.

04

Gated-Community Homes

Family houses in Costa del Este and Santa María, with security, parks and schools nearby. These are the most popular choice for families relocating with children.

05

Mountain Estates

Homes on large plots in Boquete and the highlands, with gardens, coffee or fruit trees and long views. Ask about water rights, road access and the cost of keeping the grounds.

06

Colonial Buildings

Restored apartments and whole buildings in Casco Viejo. Heritage rules control renovations, so get the permits and the building’s history checked before you buy.

07

Islands and Large Estates

Private islands in Bocas del Toro, ranches and large coastal holdings. These need the most due diligence, especially on the type of title and the boundaries.

Why Buyers Choose Panama at the Top End

Equal Ownership Rights

Foreigners can own titled property with the same rights as Panamanians, in their own name or through a Panamanian corporation or private interest foundation.

The US Dollar

Panama uses the US dollar, so there is no currency risk for dollar buyers, and prices, mortgages and rents are all quoted in dollars.

An Easy Hub to Reach

Tocumen International Airport has direct flights from North America, Europe and across Latin America, so a home here is easy to visit and easy to leave.

A Route to Residency

A property purchase at this level can support an application under Panama’s Qualified Investor residency. Ask us and an immigration attorney which option fits you.

Privacy and Structure

Many high-end buyers hold property through a corporation or foundation for estate planning and privacy. An independent attorney can set this up before closing.

A Lifestyle Hard to Match

Within an hour or two of a modern city you have Pacific beaches, islands, rainforest and cool mountain towns, with year-round warm weather outside the hurricane belt.

Buying at the Top End

Three things that matter more at this price level than anywhere else in the market.

HOA Fees and the Reserve Fund

Luxury buildings carry higher monthly fees for staff, security and amenities. Ask for the current fee, the reserve fund balance, any special assessments and the minutes of recent owners’ meetings.

Pre-Construction or Resale

New towers offer payment plans and finishes you choose, but you wait and carry the builder’s risk. Check the track record, the completion date and the delay terms, and compare with finished units nearby.

Source of Funds

Banks and attorneys in Panama must verify where the money comes from. Have bank statements and supporting documents ready, and send funds from an account in your own name or your company’s.

Costs to Factor In

The price is only part of the budget. Plan for these as well.

HOA Fees

Monthly, and higher in buildings with full-time staff, concierge and large amenities. Ask what the fee covers and when it last went up.

Insurance

The building insures the structure and common areas; you insure your unit’s contents and, for a house, the whole property.

Property Tax

Annual and progressive, so it matters more at this level. A registered primary residence gets an exemption up to a set value.

Transfer Tax

Panama’s 2% transfer tax is customarily paid by the seller. Buyers pay no agent commission.

Panama Luxury Real Estate FAQ

What counts as luxury real estate in Panama?

On this page we use US$750,000 and up. We currently have 106 listings at that level, 69 of them at US$1 million or more, from city penthouses and ocean-view condos to beachfront villas, mountain estates and private islands. These are asking prices from October 2026, not closed sales.

How much does a luxury condo in Panama City cost?

Our 38 Panama City condos and penthouses at US$750,000 or more ask from US$750,000 to about US$2.2 million. Penthouses and large ocean-view units in Punta Pacífica, Paitilla, Santa María and Costa del Este sit at the top, and the monthly HOA fee rises with the building’s staff and amenities.

Where are the best areas for luxury property in Panama?

In Panama City, buyers look at Santa María, Costa del Este, Punta Pacífica, Punta Paitilla, Coco del Mar and Casco Viejo. Outside the city, the main areas are the Pacific beaches around Coronado and San Carlos, Boquete in the mountains, and Playa Venao, Los Destiladeros and Pedasí on the Azuero Peninsula.

Can foreigners buy luxury property in Panama?

Yes. Foreigners have the same property rights as Panamanians and can own titled property in their own name or through a Panamanian corporation or foundation. Some land near borders and on certain islands has restrictions, so use an independent attorney to check the title before you buy.

Does buying luxury property give me residency in Panama?

A purchase at this level can support an application for Panama’s Qualified Investor residency, which has a minimum investment in real estate and other requirements. The rules change from time to time, so confirm the current terms with an immigration attorney before you buy.

What taxes apply when buying and selling?

The 2% transfer tax is customarily paid by the seller, and there is an annual property tax with an exemption for a registered primary residence up to a set value. When you later sell, 3% of the sale price is withheld as an advance on capital gains tax.

Do buyers pay a commission?

No. As a buyer you pay no agent commission when you buy through us; the seller pays it. Your own costs are mainly your attorney, notary and registry fees.
